Public Works or Parks Service Requests

Do you see a pothole that needs filled? Is there a storm drain on your street that isn’t draining? Citizens of Ucluelet are encouraged to utilize our online Service Request form to request the attention of our Public Works or Parks teams.

Some other examples of requests for service include garbage on the beach, maintenance required on our trails, streetlights out, or washrooms that need attention. Our Online Service Request form is a great way to let our Team know when something may need attention. Not comfortable submitting an online request? No problem! Reach out to the District Office at 250-726-7744.

If you experience an emergency, such as a fire, flood or an accident, be sure to contact the appropriate emergency authority. Comments, suggestions or complaints are best directed in writing, and can be received in person at the District Office, by mail or by email at info@ucluelet.ca.

Bylaw Services in Ucluelet

In Ucluelet, as with many small coastal communities, regulatory bylaws are intended to facilitate a diverse residential and business community, living and working within a small geographic footprint.

Regulatory bylaws are drafted and implemented at a local government level and therefore may differ somewhat from community to community. In general, the Bylaw Enforcement Officer's mandate is to obtain and enforce general compliance with the provisions of the bylaws relating to the health, safety and welfare of the community.

While there are some areas of enforcement that require direct intervention, responding to complaints from the public comprises a large portion of regulatory bylaw enforcement. Complaint issues may include:

  • Excessive noise
  • Property conditions, including graffiti or other acts of vandalism
  • Traffic and parking, including unauthorized overnight parking
  • Business licensing
  • Garbage, including improper storage of attractant garbage
  • Open burning

How to Register a Complaint

Complaints should be submitted in writing and must include your name, address and phone number, along with a brief description of the issue and relevant past history. Complainant information is considered confidential and will not be released to the public unless ordered by the Province. By making a complaint, you are consenting to having a bylaw officer contact you for the purpose of collecting additional information.

In rare cases, the municipality may require the complainant to come forward as a witness in a prosecution. A complainant would normally be interviewed concerning this requirement at the time of the initial complaint or during the interview process.

The Bylaw Complaint form can be downloaded from Publications, Forms & Bylaws or picked up at the District Office, 200 Main Street, Ucluelet.

Bylaw Complaints forms may be submitted by mail at PO Box 999, Ucluelet or email at bylaw@ucluelet.ca or dropped off at the District Office. There is a dropbox available outside the District Office for use outside of regular business hours.

Response from Bylaw Services

Once a complaint is officially received, depending on the nature of the complaint, a Bylaw Services Ambassador or designated Bylaw Officer is assigned to investigate the potential bylaw violation.  This investigation may include a field inspection, interviewing witnesses, and reviewing extrinsic sources of information.  The assignee then decides how best to proceed.  Education is the primary response for any infraction, but in some cases escalation may be necessary resulting in a warning, which is generally sufficient to end the offending behaviour.  In extreme cases, the Ambassador or Officer is authorized to give written fines.

Pay a Ticket

Municipal tickets may be paid in person at the District Office or by mail. You have 14 days to pay or dispute a ticket (MTI) before legal proceedings may be initiated against you.

The District of Ucluelet bylaws are in place to develop and maintain a safe and livable environment for its residents.  To this end, the District reserves the right to enforce all Municipal Bylaws in the best interest of public safety, quality and enjoyment of a neighbourhood and the community.

Zoning

What is Zoning?

Zoning is the means by which the community, through District Council, regulates land use and densities for specific properties within the District.

What are Zoning Bylaws?

Zoning Bylaws are used by the District to regulate the use of land. They state exactly what land uses are permitted in the community and provide information such as where buildings may be located, the types of uses and dwellings permitted, and standards for lot size, parking requirements and building height.

What are Zones?

Zone types determine the specific land-use, density, building specifications, and other related requirements attached to the properties within the 'Zone'. Common Zones found include: R1- Single-Family Residential, CS- Commercial Services, CD- Comprehensive Development, and I- Industrial. The District of Ucluelet is divided into approximately 26 zones. Rezoning

What is Rezoning?

Rezoning is the process of altering the existing land use zone of a property in order to obtain different land use or density.

Rezoning Process

  1. Consult the Planning Department
  2. Complete the Rezoning Application, pay fees, and submit your plans
  3. Application is assessed and evaluated by the Planning Department
  4. Application is circulated to external agencies
  5. District staff will write and present a report to Council for the First and Second Readings
  6. Public Hearing with possible Third Reading in Council
  7. Amended bylaw goes before Council for Final Adoption

The Planning Department should be consulted throughout the Rezoning Process.

Application and Fees are indicated in the District of Ucluelet Fees and Charges Bylaw No. 1186.  This bylaw is reviewed and amended regularly.  For the current fees and charges applicable to rezoning applications, please contact the Finance Department.

Development Permits

Section 488(1) of the Local Government Act allows local governments to designate Development Permit Areas (DPAs). Under this authority Ucluelet’s Official Community Plan designates the following DPAs:

Form and Character Development Permit Areas

The objective of the Form and Character designations and guidelines are to guide the development of a pedestrian-oriented, compact and vibrant town which maintains its coastal village character and does the following: protect important public views, create buildings at a scale which is comfortable and inviting to pedestrians, reflect and adapt to the climate and coastal weather, and acknowledge the heritage of Ucluelet.

  • Village Square (DPA I)
  • Peninsula Road (DPA II)
  • Industrial (DPA III)
  • Multi-family, Commercial & Mixed Use (DPA IV)

Environmental Development Permit Areas

The objective of the Environmental designations and guidelines are to guide development to ensure that the most sensitive environmental features of a site are protected and ecological functions are not needlessly disturbed by development activities.

  • Terrestrial Ecosystems (Mature Forest) (DPA V)

  • Marine Shoreline (DPA VII)
