Public Participation in Council Meetings
The Mayor and Council of the District of Ucluelet strongly encourage public engagement and participation in local governance. Community members are invited to attend all Council meetings, where they may share their perspectives during the public question period or by appearing as a delegation. The public may attend Council meetings in person or virtually (via Zoom or YouTube). For details on how to participate via Zoom, please visit the Council Meetings page on the District’s website.
While most meetings are open to the public, certain portions may be held in private when matters of a sensitive or confidential nature are discussed. Council may only close a meeting in accordance with the specific provisions outlined in Section 90 of the Community Charter.
Ways to Communicate with Council
- Correspondence – Submit letters or emails for Council’s consideration (may be included in the public record). For information on how correspondence to Council is handled, please read the Council Correspondence Policy.
- Delegation to Council – Request to appear and speak directly to Council on a specific topic.
- Letters of Support – Request for a letter of support.
- Question Period – Provide input or ask questions during the designated time at Council meetings.
- Public Hearings – Participate in formal hearings held on proposed bylaws or land use matters.

Email your input to communityinput@ucluelet.ca. Correspondence will be circulated to the intended recipient(s). However, not all correspondence will be added to a Council Meeting Agenda.
Only a member of Council or the Chief Administrative Officer (CAO) may request that a correspondence item be placed on a Council meeting agenda. Correspondence considered on a Meeting Agenda forms part of the public record and will be published. The author’s name and address are relevant to Council’s consideration of the matter and will be disclosed through the process. House numbers, phone numbers, and personal email addresses will be redacted pursuant to the Freedom of Information and Protection of Privacy Act.
All correspondence must be signed or clearly identified as coming from at least one individual who provides a legal name and mailing address.

Delegation to Council
Delegation to Council
There are many instances in which people wish to come before Council to raise concerns or address issues they feel are of importance to the community. Such an appearance before Council is called a “delegation”. People wishing to make a delegation must submit their request in writing to the Corporate Services Department. The deadline to submit a delegation request is 12:00 p.m. five clear days before a regular Council Meeting.

For information on how to submit a request for a letter of support, please view section 8 the Council Correspondence Policy.
Organizations seeking a letter of support, support in principle, an in-kind contribution, or a partnership with the District for a grant application must submit a Request for Support Form and a brief summary of their project. The applicant must also provide a draft letter of support.
Please include information about your organization, the proposed project, funding sources, community benefits, project budget, timeline, and any project partners.
Applications should be submitted as early as possible and no less than 30 days before the support letter is required.
Question Period
Question Period
The question period is held near the end of regular Council meetings. This period provides an opportunity for the public, or a member of the press to provide input or ask a specific question of Council. Questions may be submitted during Council meetings in-person, via email to communityinput@ucluelet.ca, or through Zoom as described above. The time limit for verbal submissions is two minutes and emails submitted during the meeting should be limited to 150 words. Questions and comments related to items that were subject to a public hearing or for which the District is prohibited from holding a public hearing, are not permitted.

Public Hearings may be scheduled to occur during Council meetings or as stand alone events. Other opportunities to provide public input on matters such as Temporary Use Permits and Development Variance Permits general occur during Council meetings.
