Public Hearings

Under Section 464 of the Local Government Act, public hearings are generally required before adopting or amending an Official Community Plan, zoning bylaw, or certain related bylaws. Hearings may be held during Council meetings or as stand-alone events. The public can participate in person, by written submission, by phone, or via Zoom.

Public hearings are no longer permitted for some zoning bylaws where: an Official Community Plan is in place, the bylaw is consistent with it, and the purpose is primarily residential (at least 50% of gross floor area). Hearings are also prohibited for bylaws required under section 481.3 of the Act.
